About the Position

The Maricopa County Environmental Services Department Water and Wastewater Management Division have an Engineering Program Manager position available for experienced engineers looking for an exceptional opportunity to manage and grow an engineering program! As an Engineering Program Manager, you will provide leadership for a program/section that conducts engineering plan review/approval and ensures operational compliance for subdivision infrastructure and drinking and wastewater treatment facilities. This position ensures stakeholders of Maricopa County are safe from hazards that could be caused by non-compliance with applicable design and construction rules governing and protecting the environment and public health. Treatment Program You will manage the Treatment Program, which reviews and approves/permits the proposed construction of water and wastewater treatment plants and regulates the operation of public wastewater systems.

We Require

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Sanitary Engineering, or a related engineering field

  • Six years of experience designing and/or overseeing the construction and operation of a wide variety of water and wastewater treatment systems

  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration; or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment

  • Arizona driver’s license upon hire

Job Contributions

  • Plan, assign, prioritize, evaluate, and review the work of program/section staff, including registered professional engineers, registered sanitarians, other professionals, subordinate supervisors, and support staff for consistency, accuracy, timeliness, conformance to policy/rules, and for technical merit

  • Work includes permitting, licensing, inspection, and investigation of water, wastewater, and solid waste facilities and related operations in accordance with subdivision, water quality, aquifer protection, and design/construction/health-related codes and regulations

  • Oversee the preparation and submission of timely reports and maintenance of records.

  • Manage complex and high-profile projects, assignments, and research; develops, implement, and interpret policies, procedures, and programs for engineering aspects of environmental issues related to permitting, control, analysis, design, review, and evaluation of water, wastewater, and solid waste infrastructure and operations

  • Enforce the submittal and approval of discharge authorizations, final verifications, and approvals for and of construction of all water, sewer, and reclaimed sewer projects to ensure that projects are in accordance with technical specifications and applicable codes

  • Provide technical expertise to section through plan review, on-site inspections throughout the County, an annual audit of the City of Phoenix sub-delegation, and other related work; assure final verification approvals for and construction of all water, sewer, and reclaimed sewer projects as per relevance to the work unit

  • Resolve complaints submitted by staff or the public by conducting or delegating investigations; advises and educate the public on environmental issues, regulations, safety, policies, and compliance matters

  • Participate and may present technical, and environmental information to public agencies and/or the public

  • Communicate, interpret, and keep current on changes in environmental regulations and legislation; serve as a representative to federal, state, regional, and local municipalities and groups to coordinate environmental activities, negotiate, inform and confer; participates at technical meetings, public hearings, and other forums

  • Inform the division manager of critical and potentially controversial or political program issues; participates in budget development, monitoring, and adherence

Working Conditions

  • Requires some work at field locations with exposure to dust, construction and operational noise, strong odors, and uneven terrain

  • Fieldwork may occur in all weather conditions, including extreme heat

  • May be subject to bending, reaching, twisting, kneeling, climbing, and stooping; may be subject to repetitive motion, such as typing or data entry

  • Ability to work weekends, holidays, and after hours

  •  Exposed to outdoor climate conditions and indoor commercial environments that are sometimes wet, unsanitary, and hot

  • Protective clothing may be required

  • Ability to lift up to 30 lbs.

Selection Procedure

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Those selected will be assessed based on the evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.
